A chambering sound effect with low frequency filer "Cherby" bandpass amplified with hard limitation and mixed with dry/wet dial/slider to modulate the signal and finally, a small dashing of low dampened reverb, giving the produced sound effect of what could be a firearm operator holding the chambering slide back or the lever to load the ammunition into the frame of the gun.
The base foley article is a common office stapler, you'd be suprised how effectively similar it replicates the mechanical elements of guns when pitched around 50-65% of its original rate down. As a tip, if you were to pitch it up (or down from your own recordings) by that percentage, you'd get likely get the foley itself (try pitching up or down with some films, game sounds and even music and you can sometimes figure out what they use!)
