This is the sound of the BPSN static inverter hum heard on the 81-717 subway trains found around the world, most commonly heard in Saint Petersburg, Moscow, Prague, and Budapest's metro systems. This is a 300 hertz electrical hum produced by a transformer that converts 750 volts from the contact rail to 220V 50Hz AC for the interior lights and 80V DC for the control circuits. Similar static inverters are used to provide head-end power (HEP) for locomotives around the world.
