I've got the game. It'd just be a lot simpler and quicker if
1- You download www.afterdawn.com/software/desktop_software/other_tools/gcfscape.cfm...GCFScape Can extract materials, sounds, models, etc from Steam games.
2- You install GCFScape
3- You go to Steam\SteamApps and open Source Sounds.gcf
4- In Gcfscape, go to hl2\sound\npc\metropolice\vo\
In that folder you should find everything that is said by the combine police in hl2. Just click and drag onto the desktop or any folder on your computer to extract the file.
Of course, but using those sounds in works you're going to publish would be illegal. You're free to go and take the risk they're not going to have the server remove your work, but don't get mad if they do. If you really just want to create something and share it online or maybe on a cd or whatever and you want to be safe, then do not copy sounds you're not allowed to copy.
