Sound Design - the effect was for a sandbag to come loose before it hits the floor (in front of an actor). The pulley sounds were combined with a creek, a twang and some rope sounds to create this effect - edited in Sound Forge, combined in VEGAS. Reverb was added in Sound Forge - to sound like it's happening up in the rafters.
