using Goldwave's mechanize effect modulating it up to 13KHZ, then goldwave's low pass filter from 12600 to get rid of the upper sideband above 13, then demodulating with mechanize with 28637_klangfabrik_TONE_10_kHz_44.1_16bit

as the source, pitch changed to not quite 13khz to get the out-of-tune ssb effect, as well as a reversed doppler effect at the beginning to cause the demodulating tone to slide up from about 9 khz to produce the effect of slowly tuning in the station. Maybe, if you can find a plugin for Audacity that does that type of ring modulation that mechanize does. I wasn't able to find one when I looked a year or 2 ago. Clownfish for Skype does something similar, close but no cigar. It doesn't modulate with a pure tone like GW's mechanize can.
