This is the digital Belgian railroad crossing alarm sound.
The Belgian railroad company Infrabel replaced all the mechanical bells at railroad crossings with a pulsating digital sound that they claim to be more efficient and safe then the previous analog bell sound. Infrabel made this recording available online as part of a media campaign about the replacement.
