French radio male speaker. Speech is uninteligible. Due to wrong tunning and bandwidth, the sound suffers distortion, an effect similar to filtering and a strong DC offset.

The approximate frequency is given on the filename (which is unchanged from the filename automatically assigned by the Twente website).
I was moving the frequency dial between 2 French speaking radio stations.
