I created this with Audacity using white noise, editing (regions of noise and reqions of silence between them) and by putting the signal trgough a SC4-mono compressor a few times.
I used extreme settings (minimal attack, release and thershold, maximum ratio and makeup gain).
Afterwards I shaved off the peaks with declipper plugin.
