This is a background sound from an audio-play version of "20.000 Miles Under The Sea" (Jules Verne). The live audio play was a non-commercial, just-for-fun project done by students of Bielefeld University in Germany. What you hear are supposed to be: men trying to step onto a 'futuristic' submarine - and getting electric shocks in response. ('Cause, captain Nemo doesn't want those dudes to enter the Nautilus). Hence: screams of pain.
