This is a (lo-fi) metallic clatter/rattle sound.
I started with a synthesized sound, heavily time stretched it, applied effects, time compressed it to make it short again and once more applied effects.
I used Sound Forge and the effects used were (reverse) delay, reverb, filters, distortion and others.
