That's not the adhan. It's what we call the "sela" or "sala", which is recited particularly in Turkey. It is recited upon someone's death, to inform the others and invite them to pray for him/her, or on special occasions. It could also be recited at anytime only to praise Allah and his prophet Muhammad (pbuh).
