I do not think the request is due to ownership, the request is out of respect for the holy word. If I remember correctly (I am no Muslim, so not sure) certain words are not to be accompanied by music.

Is it ok if I use it as a background noise? I won't alter it at all and it would hardly mix with the other ambience noises

If you don't want it to be used for music, you should not license it under CC0. Now it's in the public domain.
