I created this sound using Audacity.

To create this laser-blaster sound effect, I generated a sawtooth chirp with a frequency that starts at 1200Hz and ends at 50Hz with an amplitude of 0,7 and a linear interpolation. Then I duplicated my sound and slide it to 0,050 seconds. I cut the first 0,050 seconds of the first track. I mixed the two tracks and then I added a phaser with the following settings:
> stages: 2
> Dry/Wet: 200
> LFO Frequency: 0,7Hz
> LFO start phase: 0
> depth: 70h
> feedback: 0%
> Out Gain: -6dB

Then I generated a white noise with an amplitude of 0,8. I applied a fade-out effect. I duplicated and applied a fade-out to the new track and changed the speed to 111%. I duplicated the track and applied the same effects to the new one (fade-out + changed the speed (111%)). Then I applied a low-pass filter to the first noise with a roll-off of 6dB per octave and a frequency of 50Hz and I amplified the track with an amplification of 24,02 dB. Then on the second noise, I applied a low-pass filter with a frequency of 200Hz and I amplified it with the same settings as the first track. I did the same thing with the last track, except I set the frequency to 750Hz when I applied the low-pass filter.
I mixed all the tracks and I added a phaser effect with the following settings :
> stages: 2
> Dry/Wet: 200
> LFO Frequency: 1 Hz
> LFO start phase: 0
> depth: 100h
> feedback: 0%
> Out Gain: -6dB

I selected a small section of my sound, duplicated it and repeated it 20 times and then I added a fade-out effect.
Finally, I mixed all the tracks and duplicated the sound 5 times to give the idea of a laser blasting several times.
