No, it doesn't. I had intended to allow commercial use in theory but be rigorous when people use my sound for certain purposes, without obliging them to purchase a commercial license but requesting them to inform me of how they use the sound. Now that won't be the case. Everyone, including you, will have to purchase a commercial license to use my sound for any purpose. Note that I do know the types of licenses and have uploaded multiple sounds under both CC0 and NC3.0/4.0.

Then you should put a non-commercial (BY-NC) license on it here

then sell a commercial license to those who get in contact.
The attribution (BY) license on it now permits commercial use.
