A Robot, cyborg or computer counting down. It's HEX-based (F to 0), so there are 16 numbers, values, sounds. In their language, this gets more and more intense and heated towards the end but you'd have to spoeak it to get it.
The numbers are placed at 1 second intervals:

#0:14 kli-kla-klackong with a buzzz (paging dr. beat/calling dr. beat)

A sequence of glitchy electronic sfx made with Audacity 3.6.2 using VCR remote IR signal by EzoGaming (CC0) (wayback). Copy paste, change/shift pitch/speed/tempo, reverse, limiter were the most used ones.
