To create this sound i used a lowpass filter with a resonant "bump" in the frequency response at the cutoff and a bitcrusher to resample the audio to a lower sampling rate (and then back to 44.1kHz). The aliasing over the Nyquist frequency from the lower sampling rate creates peaks all over the frequency domain, and by moving the cutoff frequency of the lowpass filter, these peaks sound kind of vowel-like.
The base waveform before processing is derived from a sawtooth wave which itself pitch shifts.
