Sounds like EMS or fire apparatus in addition to perhaps police. The air horn is audible in the background. Perhaps the police vehicles in Toronto have air horns installed, but the tone of the air horn is more typical of fire vehicles than police vehicles. What tells me that the airhorn is indeed a seperate sound-producing warning device is that the sound of the horn is superimposed onto the siren sound.
In police and EMS vehicles without an adjunct siren, the electronic bzzzzt horn interrupts the siren sound, but that's not happening in this case.
