OK after checking into it a bit more, if you download and then double click on the file , windows media player aka ( bloatware ) opens it and all I get is static. But if I go into control panel and / sounds and just go ahead and add it to the system sounds, it plays ok as intended, so something with bloatware Windows Media Player.
Maybe try winamp to play it.
