There is a strange noise I do not recognise even I was there?? Noise and the room-tone of cellar / basement of a modern dyke house in calm village. Inside basement door closed. Window under street level closed.
Very Very quiet and recorded with HIFI gear.
More room-tone today / More basement room-tone

Agree with the resonating chamber. But for me, it would be a car engine too, as its frequency isn't as regular as the sound of a washing machine. Also, at 1'36'', there's a noise which could be the click of a gate or a garage door.

Rooms can act as resonating chamber for low frequencies

[My guess: it's next-door washing-machine].
