I was just kidding around a bit... but if the downloader cannot determine the quality of the recording from:
"Outgoing ring snippet from prank call tape from the early 90's."
They needs to get another hobby.
He could always run it through noise reduction and loop it. The phones sounded that way back then where I lived and cassettes are noisy by nature.
