As with most files in this pack, this would have been made starting with noise or a simple tone that was progressively mangled and resampled multiple times, primarily through abusing the Warp feature inside of Ableton Live.
Probably closely related to the file "tense tonal robotic transients" also in this pack -- I forget the specifics.
