This is found in an old library from the software "Olitec", that ran on Windows 95. Answering machine software that says "leave a message".
I can't make up if the speech is output by a robot or if it is just a human speech with very low framerate.

If this was Windows 95 it had to have been a real human speaking. TTS synthesis was nowhere near 'realistic' back then. Seriously, look up Microsoft Sam and Mac-n-talk. That's where the world of text-to-speech was at, back then hahaha.
