It is EXTREMELY ILLEGAL to transmit audio that clearly sounds like the Emergency Alert System's noise (different from WEA but very similar) through the airwaves in USA (such as on walkie-talkies and FM transmitters), and the FCC can issue fines for thousands of dollars for breaking this federal law. The sound itself is not illegal, broadcasting it is.
This is the noise that Apple iPhones immediately play when a WEA (Wireless Emergency Alert) message (Tornado Warning, AMBER Alert, Evacuation, etc) is received. It is used to get the attention of the user to check the iPhone and read the WEA message.
