A short chord progression (to be looped) with a phrase on top I was fiddling with and thought it could be of some use some place. Not much else to add to it.

Only if you want to use it commercially, as it is posted under a CC-Attributon-Non Commercial license. All you need to do is give credit to the creator in your work somewhere I.e the credits or "About" section on YouTube. And/ior a link to its source.
You don't need to ask, but it's always nice to be nice.
