Hello.
There are few CC0 samples of tinnitus like samples (currently 2 pages, with a few duplicates and some ambiance/soundscape more than tinnitus / noise like. A few simple tones too.

I have found those interesting tho
https://freesound.org/people/SpliceSound/sounds/188198/ (Some volume and panning ?)
https://freesound.org/people/Sclolex/sounds/210533/
The latter is the most interesting to me.

Any tips on how to re-create similar sounds ? Synthesized or sample based.
Should I generate multiple tones and fade though them ? Static pan of some or a movement pan ? Is pink/white noise a thing and should it be filtered ?

There are websites with sound-generators used by people to replicate their own specific tinnitus in an attempt to turn it down.
