No, apparently not. See below.

Query sent to Toontrack support:

Do the Toontrack terms of use permit users to create loops using your samples (but own arrangements) and then sharing these sounds under various Creative Commons licenses? Note: the licenses permit sampling the loops, so those can be legally be disassembled into one-shots if those are not overlapping with others too much.

https://www.toontrack.com/end-user-license-agreement/ 6 (b) seems to indicate making any loops is not allowed but I'm not 100% this refers to only the use of Toontrack melodies or also to user-own melodies.

Toontrack support reply:

Your interpretation of the EULA is correct. The grooves and sounds need to be mixed into full songs to be distributed. So to distribute them without being fully mixed in a song would be against the EULA.

TERMS OF USE. You may use a Product, or any part of a Product, including presets or parts of sound libraries, only in the context of musical arrangements, recordings of arrangements and live performances. Prohibited uses of Products (or any part thereof) includes to (a) extract, copy or otherwise produce from a Product any single preset, sound or MIDI file, an assembly of presets, sounds or MIDI files or assemble presets, sounds or MIDI files for resale, commercialization or any other form of distribution; (b) assemble solo agglomerates known as a loop for resale or other form of distribution, (c) create derivatives of content, including as single sounds, files or any other parts of a Product as a whole for resale or other form of distribution; (d) use any Product or Product Component, in whole or in part, including any sounds, MIDI files, or presets related thereto, as a source to develop or train any artificial intelligence technology; (e) use any sound from a Product (or a derivative work thereof) in any hardware, software, program or app for resale, commercialization or any other form of distribution; or (f) use, display, copy or modify any of Toontrack Music’s copyrighted materials (such as text, graphics, logos, illustrations, photographs, film clips, video recordings, voice recordings and similar items) or trademarks for any commercial or competitive purpose. The use of a Product (or part thereof) outside of the context of musical arrangements, recordings of arrangements and live performances requires
Toontrack Music’s prior express written permission.
