In short, you're not allowed to use this sound without explicit permission from the author. The license is CCBY-NC (Non-Commercial).

You're allowed to use Freesound private messaging to ask for permission, screenshot any relevant communication.

If you do manage to get permission to use the sound, yes you're allowed to adapt it to suit your project, as long as you give appropriate credit.

It's almost perfect

Just add the title of the sound and then it's great. Unfortunately, this sound has quite a long title

Also, a little tip: You can get a short version of the URL on the sound's details page, on the right hand side where the sharing options are.
