While selling things that are under CC0 license is one low move, it is not illegal. They claim all the sounds they have from Freesound.org were licensed under CC0, so they are, unfortunately, allowed to do so. If someone finds out that some or one of the sounds locked behind a payment is licensed under the Non-Commercial CC license, however, they'll be in trouble.

This is a true statement. It's the sad reality, but that's just how Creative Commons is set up; allowing authors to waive their rights if they don't really mind about how their material is used. some people will abuse this fact.

I am the thing that goes bump in the night...

You aren't really paying for the sounds from freesound. They are just giving you easy access to them through their service. If you scroll down to their free version you still get access to sounds from freesound. You aren't limited to the access of any of the sounds. They don't filter out anything to benefit the payed users. So really it's just an easy access way to get the free to use samples into your songs without having to directly download them and import them into soundtrap.
