Because I looked on you tube and there are many partners using your own music
but here on your site until now I have not found a free music that can use!
The site is called free.. but really there is not nothing free..
I turn to the authors of the site you can do an article only to partners of YouTube?

http://www.jamendo.com/en/albums for different music. look good not everything is free. Do advanced search!!
http://www.archive.org/details/etree for older music and free.
Sounds like you want to use the sounds and music you find from this site for your youtube projects. You want to monitize your video and want to know if you can use and monetize.
If the sound bite or music is royalty free, common use license, you can use it in your video projects and sell your projects for money, you can't sell the music or sounds by themselves, some won't let you alter the music or sounds either. Review the licensing rights that are attached for the sound you are using. Most likely you can use for your projects on youtube but be sure you double check or Youtube will remove your video.
