Is it illegal to use samples from films, like famous quotes i.e "I see dead people"

Yep, that is illegal so better don't post them here.

Well, that would be illegal to post on freesound, but you may be able to "use" them depending on what you plan to do. For instance, home use of copyrighted materials is usually permissable under fair use law. Nobody's going to come after you for using a film score in your family vacation video, etc.

If you plan to publish your work that incorporates the copyrighted content, it gets trickier. Best to read up on copyright law and/or consult a lawyer.
