Generate a 2 seconds chirp going from 600Hz at 0.6 amplitude to 1100Hz at 0.1 amplitude.
Copy/paste it.
Use the Reverse effect on the copy.
Stick the reversed chirp to the original chirp and use the cut tool to create a smooth transition between them.
Copy/paste this new sound and use the cut tool one more time to create a loop.
Now use the reverb effect to make it more realistic and use a fade in and a fade out on the first and the last 0.5 seconds of the sound.
Nice done! You just created a siren sound effect.
