This sound was made using Audacity
First I created the wind sound by generating noise in Audacity
I then added strong reverberation and wahwah effects to make the sound come and go. I then copied and pasted the track next to the fist one and reversed it so that both loud parts of the sound would meet. To make it seamless I erased part of where both the tracks met and slowed it.
For the voice, I recorded myself humming and changed the pitch by 3 half tones to make it more child-like. I added a strong reverberation and faded the start and the end of the track
