First, I generated two “chirp” sounds with sin waveforms and with the same frequency and amplitude for both of them.
The first sound didn’t get any changes but on the second one I applied a “Reverse” effect so that It sounded more like a police siren.
Then I simply put the reversed sound right after the other.
Afterwards, I created a second track to record my voice saying police officer instructions.
To sound more like a radio, I applied a High-Pass filter with a frequency of 1000 Hz and a roll-off of 24 dB.
