This sound was made using Audacity.

First I generated a tone with a sine waveform, a frequency of 110 Hz, an amplitude of 0.5 and a duration at 2s.
I changed the pitch with these parameters :
- Pitch from A 2 to C/D 3
- Semitones 3.53
- Frequency from 112.500 to 137.971 Hz
- Percent Change 22.641

After that, I generated a new tone. This one with a sine waveform and a duration of 2s but a frequency of 60Hz and an amplitude of 0.8.
I used distortion type Cubic Curve (odd harmonics). I left the rest of the parameters at default ( Distortion amount 50, Output level 50 and repeat processing 1). Then I applied !

I returned to my first audio track (the sine waveform with its 110Hz frequency). Then, I selected phaser effect with parameters like this :
- Stages 4
- Dry/Wet 128
- LFO Frequency 0.4
- LFO Start Phase 0
- Depth 100
- Feedback 0
- Output gain -6.0

I used the time shift tool to place the first audio track beginning at 0.10s.

I returned to my second audio track (frequency 60 Hz), used an echo with a delay time of 1 and a decay factor of 1 too.
After, I applied 1 repeat on this second sound.

I used the reverse effect on the 2s I just added to have the big sine wave at the center.
Then, I erased th 1s of small sine wave at the end of the second track.

I chose to use 1 repeat on my first track to have a 4s tone.
In order to have the two tracks at 3s, I erased the last 1s.

I mixed and rendered to a new track. I saw some saturation problems so I reduced the amplitude by -5.4 dB.
And finally, I took the envelope tool and made a fade out by myself on the mixed track. I chose to have a 2.60 to 3.00 fade out but you can make it longer or shorter.
