This is the synthesized sound of a walkie-talkie roger beep followed by the sound of a radio transmission being cut.
I once had a walkie-talkie that made this noise when an incoming transmission dropped; this is the same sound, made with Audacity.
The roger beep is a 2KHz sine wave.
