Pirates? Maybe. As far as the layering - Yes it's both layered and looped. I think there were two different 30 second tracks layered about three times. We had about 6 or 7 people (4 of whom were british ex-patriots and others probably sounded more like ('pirates' as you say) than they should have.) We were recording this background sound effect for a Sherlock Holmes play and the pub was supposed to be near the docks in a rough part of town...

Sounds like a noisy roomfull of pirates. It's dry, so you can add your own reverb to capture the room type you want. It sounds like it was recorded in multiple tracks and then layered together. This recording would be excellent for a movie (like Pirates of the Carribean), but not so much if you're looking for a real-life sound.
