Periodic beeping. Does not seem to be a data transmission as it it is a simple beep-beep-beep... pattern. There is another sound (kind of a humming) but that seems to be a different signal overlapped to the beep.

Maybe a satelite telemetry signal or a transponder?
The file name indicates the date, time and frequency.

    Almost positive it's Morse code. In the background, kinda. If you kinda mentally block the high pitched beeps, then isolate the low hum, there are a series of low...beeps, I guess, which seem to be arranged in a fashion similar to morse code.

    You might have stumbled onto some sort of Morse equivalent of a numbers station.
