This is a mix between synthesized sound,
Sound created for the Earth+Wind+Fire+Water contest
recordings of some water bubbles
and some varying feedback noises
The repetitive sound is basically
a whitenoise waveform with a bandpass filter
Then phased for add that liquid deepness feeling.
Small amount of delay and a touch of reverb.

This is just what I needed to make the sound of an underwater trip in a submarine for children with special needs. It will really help make the atmosphere!
