There is no indication of what program to use. What is FLAC? When there are so many user friendly programs available, this doesn't make sense.

Flac is lossless like wav, but just takes half of the space.

due the lossless compression FLAC is way better than mp3!
so this file is usable, just need to be decompressed ; )

good sound, bad file to save it as, FLAC? why not just make it wav or mp3. kinda usless
