I had to build something similar for a play once (sadly it was from copyright effects so I couldn't post it here even if I still had access to the material). However two sounds common to that period are clock tower chimes and (if you can get some vocal talent to record it) street vendors chants and calls
(Fresh Fish! Chestnuts, Hot Roasted Chestnuts! That sort of thing). Sorry that I can't come up with anything tangible. Good Luck.
