Agreed this is usually done with a high pitched synth to reproduce a "ringing in the ears" sound. Then a cutoff filter is enveloped to "wash" into an explosion to represent the person's hearing coming back moments later. I could try and make one for you if you want.
Don't have the resources right now to make this, but you could search for a "whoosh" or a "swish" sound (maybe you could say "whoosh up" or "swish up") and then search for an explosion sound. Towards the end of the whoosh, you could layer up the explosion.
