It's frequently used on the Daily Show, and I heard it used constantly on Beavis and Butthead. It's three chords played with different types of Brass. To give a text example of it would be Da-da-DAAAAAAAaaaa! (Does THAT help or what? )
If anyone has seen Beavis and Butthead, the episode where it's played over and over again is called "Pregnant Pause." (Beavis thinks he's pregnant when he really just is having GI problems....)
I had a clip of it from that show, but sadly lost it. Please let me know if you find it!

I think I might know what you mean. I suggest having a look through the Philharmonia Sample library or the EMS Musical Instrument Sample library to see if you can turn anything up.
