I have been following the licensing threads but they all end without reaching conclusion. I therefore thought I'd post this here to see if I can get some clarification.
A sample made from a news source, like the TV news, for example, is already copyright the news agency that broadcasts it in the first place. Can I record an Obama speech from the TV or radio, clean it up and then slap my commons copyright on it? I am guessing this is not legal, but would like to know for sure.

Well, you could download the video from here and according to the copyright policy here, it is released under CC Attribution license. This means you can use it in an edit or remix and upload it, with proper attribution. But the files itself, unmodified, I think you can not upload under a different license.
Also, I would advise further professional legal advice, we can only post our interpretation of the rules, there may be things we're forgetting.
As far as I remember, all presidential speeches are considered free for usage. The fact that the white house website itself mentions cc-by is another indication of this. Historically, I've seen many remixes of the whitehouse speeches, especially the ones from Bush! I remember there was even a video-and-audio remix on the warp-records website at one point!
